A "POP-UP" is an advertisement that is launched in a browser window as it opens for the first time. This version is called a "POP-UP" because the window is launched on "top" of the web page that the user is currently viewing.
A "POP-UNDER" is similar in that it is an advertisement that is launched in a browser window as it opens for the first time. However, it is called a "POP-UNDER" because it is launched "under" or behind the web page the user is currently viewing, making it noticeable only after the user exits the current page.
These types of media can be purchased on a CPM (Cost Per Thousand) or a CPC (Cost Per Click) basis.
